Pure Stock Rules and Racing Regulations

Interpretation of, or amendment to, these rules
may be made; however, at any time. The rules and/or regulations set forth herein
are designed to Provide for the orderly conduct of racing events and to
establish minimum acceptable requirements for such events. These rules shall
govern the condition of all events, and by participating in these events, all
registrants are deemed to have complied with these rules. No express or implied
warranty of safety shall result from publications of, or compliance with these
and/or regulations. They are intended as a guide for the conduct of the sport
and are in no way a guarantee against injury or death to participants.
GENERAL RULES
1. Placerville
Speedway Race Rules shall apply at all Placerville
Speedway events.
2. Placerville Speedway Officials shall have
full authority over Placerville Speedway Race Events.
At the discretion of the Official(s) in charge, any competitor may be
disqualified for rule violations or hazardous equipment or hazardous actions.
3. All Placerville Speedway Vehicles subject to
inspection by an Official Tech Inspector at any time.
4. Approval of a Placerville Speedway Vehicle by
the Official Tech Inspector shall mean only that the Vehicle is approved for
participation in a competitive event and shall not construed in any way to
mean that the inspected Vehicle is guaranteed to be mechanically sound. Be it
further declared that the Speedway Tech Inspector shall not be liable, nor
shall Placerville Speedway for any mechanical failure
nor for any losses, injuries or death resulting from same.
5. Any un-sportsman like conduct by drivers, owners and/or pit crews
shall be grounds for disqualification and/or punitive action by the Officials
and will be strictly enforced. Owners and Drivers are responsible for the
conduct and actions of their crewmembers. Owners will be paid all Moneys and
must furnish the business office with their valid Social Security Number.
6. Absolutely NO Alcoholic beverages will be consumed by the drivers or
their pit crews prior to, or during an event. Use, Distribution or sale of
illegal drugs at ANY TIME shall be cause for immediate, indefinite suspension.
7. All people in the pits must be at least 16 years of age (proof of
age required). Persons under 18 years of age must have a signed and notarized
Parental consent form signed by parent of Legal Guardian and said document
must be in the hands of the JPM Business Office Before participation.
NUMBER SPECIFICATIONS
Numbers must be a minimum of 14” in height and
2” wide on both side panels. Rear numbers may be smaller. All numbers will be
issued by JPM Business Office. NUMBERS WILL BE IN ACCORDANCE TO THE
REGULATIONS OR NO PAY OR POINTS to be issued for the program. All cars will be
painted in bright colors and the numbers will be contrast. All cars must meet
the approval of the officials to appearance. If a number isn’t used at least
once every 30 days, it will automatically revert back to the Silver Dollar
Speedway/Placerville Speedway. After December 1st ALL NUMBERS ARE FIRST COME
FIRST PAID. There will be NO duplicate car numbers, NO numbers with a letter
(A, X, C, B, or K, etc.). The only time a letter behind the number will be
used is on a first time visitor only. (ONE GUEST APPEARANCE ALLOWED BEFORE YOU
MUST REGISTER.).
MEMBERSHIP
1. ANY PERSON (INCLUDING OWNER, DRIVER,
OR PITMAN) ENTERING THE PITS MUST SIGN THE PIT SIGN-IN SHEET (MANDATORY).
WHILE DOING SO, YOU ENTER THE PITS AT YOUR OWN RISK. ALL PERSONS ENTERING THE
PITS MUST BE 18 YEARS OF AGE NO EXCEPTIONS. PERSONS BETWEEN 16 AND 18 YEARS OF
AGE, ENTER ONLY WITH A MINOR’S RELEASE, ON FILE WITH THE BUSINESS OFFICE. ALL
RELEASES MUST BE SIGNED BY PARENT OR LEGAL GUARDIAN AND NOTARIZED AND STAMPED.
ALL PERSONS WILL HAVE A PIT STAMP, WITHOUT A STAMP YOU WILL NOT BE ALLOWED TO
REMAIN IN THE PITS, ABSOLUTELY NO EXCEPTIONS!
2. Membership fees will be: Owner $70. Driver $50. Pitmen $50.
3. There will be an additional $5.00 pit fee for any non-registrants of
Silver Dollar Speedway/Placerville Speedway entering the pits.
4. Any car and/or driver after first guest appearance will not be
scored for points and will receive no money earned, until car and/or driver
have paid their Annual Registration for Silver Dollar Speedway/Placerville
Speedway.
5. NO changing of car number at the track
6. If a car leaves the track for any reason and returns, The owner and
driver must return with same car and number.
INJURIES/MEDICAL
1. Any registrant at Silver Dollar
Speedway/Placerville Speedway (on file) injured at Silver Dollar
Speedway/Placerville Speedway or any racetrack and under treatment by a doctor
cannot enter pits. If injured person should be injured again before being
released; the insurance company will not pay for the second injury.
2. Any driver, who has received an injury, cannot compete at Silver
Dollar Speedway/Placerville Speedway until a signed medical release from their
attending doctor is given to the referee or any Official or promoter.
3. All medical releases must be notarized and turned in at the pit
gate.
4. A medical examination of all drivers may be required as needed by
official.
5. If driver is injured seriously, in the opinion of a doctor, a
substitute driver may be used in the next event. A SUBSTITUTE DRIVER MUST HAVE
PAID THEIR SILVER DOLLAR SPEEDWAY ANNUAL REGISTRATION. Last car a driver
qualifies is the car he must drive. Car or driver may only run in two
qualifying laps A relief may be used during “OPEN SHOW” for the same event.
Upon pill draw a car becomes Qualified.
PACKING TRACK
All cars will be required to pack the track for
at least 15 minutes or 30 laps minimum.
RESTART REGULATIONS
1. A complete restart is only possible,
if some of the cars get the GREEN starting flag and some cars further back in
the pack get into trouble and cannot take the GREEN flag. NO loss positioned
lap.
2. In case of a complete restart cars will fall into position as the
original lineup.
3. All starts and restarts. NO passing is allowed until the GREEN flag
is dropped.
4. Any Car that holds up the restart can be put in the back of the
pack.
5. Any car leaving the track may return ONLY with the discretion of an
official.
FIRE SUIT
Any popular approved type. For example Simpson,
Nomex, etc., any color is allowed. ALL drivers at all times must wear approved
fire suits; for example while testing, hot lapping, running on the track and
racing. Gloves, shoes and/or boots are optional. NO OPEN TOE SHOES!
FIRE EXTINGUISHERS
Fire extinguishers are required and shall be
located on the back of trailer during all racing events. An extinguisher is
highly recommended in the racecar. Extinguisher must have yearly inspection.
FINES AND PENALTIES
1. Any official is empowered to assess
fines and penalties in accordance to rules and regulations. Track officials
must submit their fines and penalties to the head referee. The head referee
will be empowered to determine the fines. Fines: 1st time $25.00; 2nd time
$50.00; 3rd time $75.00; two (2) point race suspension. All fines will go to
the point fund and will be posted on the payoff sheet.
2. An official had the power to disqualify a car or driver without
appeal. Failure to obey the official’s orders can result in suspension and
fines for the car owners and drivers.
3. Fines may be assessed for foul driving, running past a wreck on a
red flag and any other unsportsmanlike driving.
4. Any Placerville Speedway registrant may
contact officials and report any illegal item or circumstances. The official
will check it out to his satisfaction. (DO NOT ABUSE THIS REGULATION).
5. Any car found illegal regardless of infraction is subject to the
penalty outlined under protest engine rules.
6. All fines must be paid before the next racing date.
DAMAGED CARS/UNSAFE CARS/ROLLOVERS
1. All wrecked cars may be inspected by
an official before re-entering competition. Officials may inspect a racecar at
any time.
2. A car CANNOT be in damaged condition or without parts. For example,
fender, bumper, muffler, etc. ANY CAR, TEAM OR DRIVER NOT MEETING PLACERVILLE SPEEDWAY SPECIFICATIONS, OR STANDARD RACING SAFETY
PROCEDURES AND EQUIPMENT, IS SUBJECT TO AUTOMATIC DISQUALIFICATION AND/OR
PENALTIES.
3. Any Car found to be unsafe would be disqualified from competition.
4. Any Car or Driver rolling over will not be allowed to participate in
any event that night, unless the Referee thoroughly inspects the Car and
Driver for fitness.
Other officials may make comments in regards to the condition of the Car
and/or Driver.
BUILDING RULES
TYPE OF CAR
1. Any American made passenger Car that
is produced from 1955 through present will be allowed.
2. Minimum unaltered factory wheelbase of a 108”. Unibody cars must
have 2 x 4 sub-frame connectors.
3. No intermixing of body and frame parts. (Manufacture to
Manufacture).
4. No four wheel drives, sports cars, convertibles, front wheel drives
or station wagons are allowed.
5. Cars to be STOCK unless specified otherwise.
6. Swapping engine OK if bolt in replacement. Example 327,350,400
Chevy. Engines must be GM to GM or FORD to FORD, etc.
7. Automatic Transmission only with stock torque converter.
8. MAXIMUM engine cubic inches 400 + 2% for reconditioning. NO Stroking
of engines.
CHROME/GLASS
Vehicle must be dechromed and all glass and
flammable material must be removed (Excepting gauges and bumpers). NO MIRRORS
PERMITTED.
BODY/FENDER/BUMPER
Aftermarket steel bodies can be used. Must be stock appearing.
1. Body must be mounted to original
points on frame from the rear of driven seat forward. Firewall must best
stock. You are limited to gutting the following: hood, trunk, lid, roof and
doors. Floor pan must be stock from the rear of drivers seat (left to right)
forward. Must be welded or bolted. If welded, welds shall be 3” long and 7”
apart minimum. After market OE steel body panels OK.
2. No outside Iron rails (Nerf bars).
3. Fenders may be cut to give 3” of clearance above the tire. No
protruding sharp edges will be allowed.
4. Stock appearing bumper front and rear. No Part of the bumper may
extend beyond center of tire. Two individual safety chains or cables to be
installed on front bumper. Bumpers to remain in approximate stock location. No
added bracing of any kind No. 2x2 tubing.
5. Hood must be secured on all four comers. Hood may be gutted. No
holes or hood scopes after market.
6. Front and rear bumpers of car must have chain loop or hook attached
or adequate/size and strength for towing cars off track. Bumper straps
allowed.
7. No. Plexiglas allowed on car.
8. Plastic nosepieces permitted if similar to vehicle and must look
OEM. Must also look neat. Maximum rear spoiler 8”.
MUFFLERS
Mufflers are required and must meet the current
DBA requirements at the beginning of and during every race. The DBA will be 95
Q 100 feet, measured from the infield. ABSOLUTELY NO EXCEPTIONS AS THIS NOISE
REQUIREMENT WILL BE STRICTLY ENFORCED. Supertrapps are permitted.
SUSPENSION AND STEERING COMPONENTS
1. Steering box must be stock, for
example GM to GM etc., located in stock position. Steering quickeners OK.
2. Springs must be STOCK type springs. May be cut or heated.
Non-adjustable spring spacers are allowed.
3. No weight jacks allowed.
4. No air or coil over shocks allowed. Stock replacement type only. NO
racing shocks.
5. Suspension must remain stock.
6. NO altering or added shocks.
7. The suspension components must be in their stock positions. Notching
or an alteration to the frame to accommodate suspension components is
prohibited.
8. All wheels must have 5/8” lug nuts and 5/8” studs are required.
9. NO adjustable weights.
REAREND
Only stock passenger car rear ends allowed. NO
¾ ton. Locked rear ends are allowed. Ford 9” allowed in stock location. NO
floaters or live axles allowed.
WINDSHIELD SCREENING
All cars MUST have a minimum of half the
windshield screening mounted in stock position. MAXIMUM 1” mesh screen
opening. Must be mounted in windshield frame only and must have a center post
NO less than 1 1/8” x 1” strap.
GAS TANK
Gas tank shall be removed from their original
position and replaced with required FUEL CELL with maximum capacity of 22
gallons. Tank to be mounted between the frame rails and shall not extend more
than 2” below the bottom of the frame rails. Tank must be mounted with a
minimum tie down of 1 1/8” x 1” strap iron (NO PLUMBERS TAPE). Tank must have
a vent and a securely fastened cap. No part of filler pipe may be made of
rubber type connection. Tanks to be vented to underside of car. A fire shield
of no less than 18-gauge metal to be placed between tank and driver. Tanks may
be protected with one tubular bar behind tank not to exceed 2” in outside
diameter. Any car leaking or spilling fuel will be BLACK-flagged.
SEATS
Car must have racing type bucket seat. Seat
must be mounted securely to ROLL CAGE. Headrest is mandatory or high back seat
is required.
SHUT-OFF VALVE
ALL CARS MUST HAVE a ¼ turn off valve in the
fuel line in the drivers compartment, to be accessible to the driver and
painted RED. It must be ¼ rum off type. DRIVELINE must be painted white.
KILL SWITCH
Toggle or push-pull switch must be mounted on
the right side of dash and in plain sight. The fuel shut of valve and kill
switch must be mounted together.
THROTTLE RETURN SPRINGS
All accelerators must be equipped with TWO
return springs. Toe return strap recommended.
FIREWALL
The firewall and floorpan must be stock to the
back of the drivers seat.
ROLL BARS/DOOR BARS
1. Roll bars shall be of the full cage
type, with full loop from frame over the driver. These bars are to be
connected on the top of both sides with another bar. Cage shall be within 3”
to top of car and 6” of sides of top. In the back loop, running from the right
top to the bottom bar at about 45 degrees, there shall be a bar. These bars
must be properly welded together and attached to the frame. Roll bars to be
welded or bolted to the frame with NO less than 7/16” bolts or both, where
possible. Must be welded and attached securely to frame or subframe filler on
unibody car. Bar may not be secured by welding to floor pan. Gusseting on all
roll bars is highly recommended. You may be asked to drill ¼” hole in the cage
tubes for inspection. Roll cage must include three door bars on both sides
within 3” of the door. All bars must be of 1 ½” x .120 or 1 ¾” x .095 minimum
in the main cage. These bars to be fasted to corners of the main cage and
spaced across the door from frame to Lower edges of window opening to protect
the drivers hips and legs with a minimum of one upright brace between each
door bar. They must be of the same material as the roll cage. Front loops are
allowed inside the body in front of radiator. There will be two bars angled
from top of cage towards rear end, which can extend past rear axle to frame
rail. 2. The technical official must approve all roll cages.
3. Radiators may be mounted to a front bar with stock mounts removed.
Bar may extend to fenders but must remain behind bumper. Bar must be
independent of cage and NO larger then roll bar material.
BINDING COMPONENTS
No leather straps ropes, chains or wire may be
used to hold or bind components together.
BATTERY
Battery may be relocated, must be fastened
securely and have a protective covering (Fiberglass, Plastic, Rubber)
Recommend location behind driver’s compartment.
BRAKES
Must have at least three wheel brakes
operational, brakes shall be stock otherwise.
HELMET
Auto racing helmets must be approved by Snell
Institute, Snell SA2000 or SA2500. For example Bell, McCale, type helmet. Helmet and face
shield must be worn at all times while operating A car on the race track. No
goggles permitted.
SHOULDER STRAPS/HARNESS/SAFETY BELT
REQUIREMENTS
Approved aircraft type seat belts, they shall
be no less than 3” for the lap belt and 1 ½” for the shoulder harness. All
belts must be mounted with grade five bolts, with a 3/8” diameter minimum.
Eyebolts must be one piece with a 3/8” shank minimum and not a formed and
welded hook. Crotch strap or anti-submarine strap is required. Seat belts
should be mounted to the cage, NOT to the floor pan or to the seat.
Harness/belts must be worn at all times when the car is on the track.
Recommend 5yrs old on belts maximum. The mounting position is important!
Shoulder belt should be mounted approximately 4” below the shoulders. The lap
belt mounting should be the same width of the driver.
TIRES/WHEELS
1. The track tire
will be the HOOSIER OVAL Track D.O.T. Dirt P245-60-15; P255-60-15; P265-60-15
soft medium 8.0”.
2. Beadlocks are allowed on both right side wheels only.
ENGINE RULES
Maximum engine cubic inches 400 +2% for
reconditioning. (406”) No stroking of engines. Engine through transmission,
including all components, shall remain stock unless specify otherwise. Engine
must remain in stock position. No after market or original equipment high
performance parts are allowed unless specified otherwise.
PISTONS
1. Stock pistons ONLY. Stock replacement
cast or forged only as normally used in rebuilding. Piston pins must remain in
stock configuration tie press fit may not be full floated.
2. Piston cannot stick above top of block deck except for an allowable
engine for which flat top pistons were unavailable as in 3%.
MANIFOLD & CARBURETOR
Any OEM stock cast iron or aluminum (2) two or
(4) four barrel manifold.
GM marine cast iron OK, must have GM casting numbers or track approved
aluminum dual plane manifold; Edelbrock Performer. No grinding, porting,
gasket matching, etc. All manifold must be untouched, as originally
manufactured by the factory or distributor. Any manifolds determined to be
modified will be confiscated and not returned.
One carburetor as originally equipped, GM to GM etc., maximum Venturi diameter
1 3/8”: either two or four barrel may be used. If four-barrel is used only one
throttle shaft may function.
Disabled throttle shaft must be secured closed and linkage removed. Carburetor
must mount to manifold without modification to the manifold or the mounting
flange of the carburetor. No intermixing of carburetor base plates or other
manufactured carburetor body. The carburetor cannot be modified internally
with exception of jet changes and choke removal. No porting or polishing of
intake manifold allowed. No changes to internal surface allowed. A replacement
500 CFM Holley #4412 carburetor. Maximum adapter or spacer 1 ½”.
CAMSHAFT
Must be hydraulic. Cam and tappets.
After-market OK. Any hydraulic flat tappet cam allowed. Camshaft button
allowed.
HEADS
No grinding, porting or port matching on heads
shall be allowed. Must be stock. Clean up milling ONLY. NO angle milling of
heads any straight plug head allowed on any motor. Heads may not be
interchanged. All casting numbers must remain visible. No modification to port
or combustion chamber surface. Only stock diameter valve Springs may be used.
Stock size valves for head casting number only. No oversize valves. Ford
allowed to use adjustable rockers – GM long Slot rockers OK, must all remain
stock. Rocker arm locks optional. Vortex heads allowed with cast intake
manifold only.
CRANK AND RODS
Stock crank and rods for cubic inch of block
must be used. NO interchanging allowed.
TRANSMISSION
NO manual transmissions allowed. Automatic
transmissions ONLY. If trans cooler is used and located inside car it must be
shielded from driver.
IGNITION
Distributors must be of stock production ONLY.
Coils must be stock types only. NO super coil, etc. Electronic ignition may
use after market module. MSD or Square coil allowed.
FUEL
The engine may burn any fuel excepting alcohol,
nitro methane, methanol, ethanol, and nitrous oxide.
EXHAUST
Stock exhaust manifolds or headers (bottom
dump)
PROTEST ENGINE/TRANSMISSIONS/CHASSIS:
1. Participating car owners and drivers
ONLY may protest another car’s compliance with the engine rules. Car must be
still running competitively at end of feature. The protest must be filed with
the track referee or the Technical Inspector with a $100 deposit for a top end
inspection which includes all top end items plus the piston rod assembly,
timing chain, camshaft, or converter. Deposit must be within 10 minutes after
the main event and protested CAR OWNER may counter protest within 10 minutes.
Once the Technical Inspector receives protest money, protest has begun. Money
will not be dispersed until protest inspection of the engine rules. If
anything else regarding the engine is being questioned it must be written down
on the original protest, it must state what is to be inspected. No engine
protest’s last 4 races of the season.
2. Tear down location shall be agreed upon before leaving Silver Dollar
Speedway. Driver/Owner being protested may have first choice of where tear
down will take place, must be in Chico area and shop properly equipped.
Officials will make final decision. The protest car must leave for tear down
area within 30 minutes or be declared illegal.
3. Tear downs will be made by the driver, one pitman or mechanic, the
Technical Inspector, person chosen by him to observers and two alternates. The
committee will also safely check cars and assist in rules interpretations.
4. If declared legal the deposit goes to the protest owner. If declared
illegal the deposit is returned to the protester, the car and owner/drivers
will be penalized a two weeks suspension, car and drivers money and points for
the night and lose all accumulated points in this division, additional fines
may be imposed!
5. No alcohol before or during the protest inspection!
Decisions of Silver Dollar/Placerville Speedway
Official(s) are final and binding without exception.
PROMOTER RESERVES THE RIGHT TO ADD OR DELETE
EVENTS AS DEEMED NECESSARY. ALL DECISIONS WILL BE FINAL AT THE PROMOTERS
DISCRETION.
